Issue Description: Users from several organisations have reported intermittent slow performance with OWA

Current Update: 01/05/2019 15:30:00 : Manual management of databases across the platform continues. Microsoft engaged for further support.

Final Update: 01/05/2019 17:10:00 : The team have concluded their investigations and rebalanced mailbox databased on the platform.  This activity has been successful and the intermittent slow performance being experienced has been confirmed as no longer occurring.
